On mine the links to answers, sport etc is on the right, it is a purple theme, and the headline are going downwards.
Usually is comes up with the links to answers, sport etc on the left, it used to be a white theme, and the headlines were in a box like this:

you can change it to thise with the Page Options link on the right hand side you can also change the colour from here. hope this is what you mean as its not clear,
